This is usually the first step in fixing a deteriorated gravel road with potholes, ruts, and washouts.  To fix a pothole for example, you must breakup the crust that forms the bowl of the pothole.  Think of a pothole as a cereal bowl.  If you simply pour more gravel into the bowl and then drive over it, the gravel will act like rice krispies and fly out of the bowl over time.  What you end up with is a pothole in the exact same place time after time.  We use our two bladed grader where the lead serrated blade breaks-up the crust of a pothole and the second blade smooths it out.  We have found this to be the best way to fix a pothole from coming back in a few weeks.  The same principle is repeated for ruts (caused water flowing in tire tracks on a poorly crowned road) and washouts from substandard ditches.
